Changan Auto Mexico 2026-2028 Mexico Spare Parts Customs Broker and Drayage Service Project
CHANGAN Auto Mexico sincerely invites qualified suppliers to participate in the tender for the 2026–2028 Spare Parts Customs Clearance and Drayage Services Project.
To ensure the stable and efficient operation of CHANGAN Auto Mexico’s spare parts import business, and to enhance the timeliness, safety, and compliance of customs clearance and drayage transportation, the company plans to carry out a two-year procurement project (2026–2028) for spare parts customs clearance and drayage services.
We are now publicly launching an open supplier sourcing process within the industry, seeking qualified suppliers to provide full-process services for this project. These include import customs clearance of spare parts, port operations, drayage transportation (from ports/airports to the Mexico City spare parts warehouse), and related services at Manzanillo Port, Lázaro Cárdenas Port, and Benito Juárez International Airport in Mexico City.

To be considered for participation, interested suppliers must complete their registration through the supplier registration portal and upload the required qualification documents.
Supplier Qualification Requirements
1. The supplier is a legal entity or organization that has obtained a business license in Mexico. Provide a valid business license, authorization document, or enterprise registration certificate, including CSF & Acta Constitutiva.
2. The supplier should have good business conditions, provide local financial statements of Mexico company (Opinión de Cumplimiento SAT) which you’ve got in the past three months from now on.

4. Proof of office premises (provide one of the following four options: property ownership certificate, lease contract, water bill, or electricity bill payment receipt; in addition, photos of the office premises must also be provided).
5. Sign the Compliance Statements.
6. The supplier participating in this project shall either hold its own AEO (OEA – Operador Económico Autorizado) certification or maintain a long-term cooperative relationship with an enterprise holding advanced AEO certification issued by the customs authority. A copy of the AEO certificate must be provided. If the supplier cooperates with an AEO-certified enterprise, supporting evidence of such cooperation must be submitted.
7. The supplier shall have at least 2 years of experience in local port freight forwarding services, and have provided customs services and drayage transportation services to clients in the automotive and related industries. The supplier shall provide either scanned copies of contracts evidencing such experience (which may consist of multiple contracts, provided that the total service duration covered by all contracts combined is no less than 2 years; sensitive information may be redacted) or reference letters issued by clients (which may consist of multiple letters, indicating the cooperation periods, provided that the total duration of all cooperation periods combined is no less than 2 years).
Registration Deadline:
Registration closes at 17:00 on July 28, 2026 (Mexico Time). The exact deadline is subject to the system closing time. Late submissions will not be accepted.
